JBNU President Yang O-bong on the 19th urged that public institutions in the finance, agriculture and life sciences, and future advanced industry sectors be relocated en masse to Jeonbuk Special Self-Governing Province in connection with the government's second-phase plan for relocation of public institutions.

President Yang said the second phase of public institution relocation is a driving force for glocal talent development, and he emphasized that Jeonbuk already has the infrastructure required for the relocation of finance, agriculture and life sciences, and future advanced industries.

He added that, especially for national balanced development and to overcome the crisis of regional disappearance, Jeonbuk—long relatively marginalized compared with other regions—must use this opportunity to establish a foundation for a new leap forward, and that the earnest wish of the 1.8 million residents of Jeonbuk must be reflected in the government's second public institution relocation plan.

President Yang O-bong emphasized, "True balanced development is a structure in which local talents study at local universities and then work in the region after graduation," and he stressed, "It is essential that public institution relocations reflect local conditions and industrial characteristics so that this virtuous cycle can be established."

He particularly stated, "Our region possesses industrial competitiveness to lead national balanced growth, including a finance-city base centered on the National Pension Service, an agriculture and life-science innovation cluster, and the Saemangeum future industries and advanced manufacturing capabilities," and added, "The government's second public institution relocation plan must be formulated so that these advantages can generate a dramatic synergistic effect."
