Institute for Northeast Asian Law to Host Korea–China International Conference on AI Legislation

An international Korea–China joint academic conference to discuss key issues in AI and data legislation will be held in Seoul.

 

Jeonbuk National University (JBNU) Institute for Northeast Asian Law (Director, Professor Song Mun-ho), together with the Department of AI and Data Law, Inha University; the Chuangxin Development Rule‑of‑Law Research Institute, Shenzhen University; and the Korea Institute for Criminal Law and Policy, will hold the "2nd Korea–China International Conference on AI Legislation" on the 16th at the Law&A law firm office in Gwanghwamun, Seoul.

 

Under the theme "Major Issues in AI and Data Law," the conference was organized to take an in-depth look, from the perspectives of both Korea and China, at key legal issues such as data use and regulation, platform liability, and personal data protection amid the rapidly changing AI technology landscape.

 

In the keynote presentations, Professor Wang Xiaoye of the Chinese Academy of Social Sciences will present on "Big Data and Personalized Pricing," and Professor Emeritus Kwon O-seung of Seoul National University will present on "Abuse of Dominant Position by Online Platform Operators," addressing competition order and regulatory directions in the digital economy.

 

In subsequent sessions, a wide range of topics will be addressed, including: ▲The Evolution of Objectives in Legal Regulation of AI ▲Redefining Data Sovereignty in the AI Era and Korea–China Cooperation on Cross‑Border Data Transfers ▲The Meaning of Innovation as a Consideration in Determining Unfair Data Competition Practices ▲Legal Governance of Public Data Development and Use in the AI Era ▲Social Risks and Regulation of Anthropomorphized AI ▲Issues and Tasks for Ensuring Fairness and Accessibility of Public Legal Services ▲Exploring Compliance Pathways for the Valorization of Chinese Medical Data ▲Generative AI, Privacy, and Copyright Issues.

 

In particular, the latest legal issues—such as personal data infringements arising from the spread of generative AI, attribution of copyright for AI-generated works, and labeling obligations—will be discussed intensively, drawing interest from both academia and practitioners.

 

Discussions will also cover industry‑ and policy‑wide topics, including a Korea–China comparison of tax policies surrounding the introduction of a robot tax and cross‑border transfers of bio‑data and global cooperation frameworks.

The event will feature the signing of a memorandum of understanding (MOU) to strengthen cooperation between Korean and Chinese research institutions, followed by a plenary discussion. Experts from both countries will participate to seek directions for legal framework development and international cooperation in the AI era.

 

Song Mun-ho, Director of the JBNU Institute for Northeast Asian Law, said, “This conference will serve as an opportunity to confirm the possibilities for joint response and cooperation between Korea and China regarding AI and data norms,” adding, “We expect it will become an important forum to explore a balanced legislative direction amid rapidly changing technological environments.”
