Ten national flagship universities — Kangwon National University, Kyungpook National University, Gyeongsang National University, Pusan National University, Seoul National University, Chonnam National University, Jeonbuk National University (JBNU), Jeju National University, Chungnam National University, and Chungbuk National University — have agreed to actively cooperate on the government policy task 'Create 10 Seoul National Universities,' which aims for balanced national development.
In particular, President Yoo Hong-rim of Seoul National University announced that he will actively participate in the government task 'Create 10 Seoul National Universities' by cooperating closely with the nine national flagship universities, a move expected to give the initiative additional momentum.
At the 4th Council of Presidents of National Flagship Universities for 2025, held on November 22, 2025 at the Lahan Hotel in Jeonju, President Yoo of Seoul National University said, 'The task of creating 10 Seoul National Universities is not about the success of the ten flagship universities, but about enhancing the competitiveness of the regions and the nation as a whole,' and added, 'We will actively cooperate with the nine flagship national universities on this initiative.'
Regarding higher education financing, some presidents proposed benchmarking overseas examples, such as those in China, and legislating a stable budget support model. They also agreed that, to respond to talent outflow, measures such as allowing concurrent appointments with foreign universities and introducing a concurrent appointment system among domestic national universities are necessary, and decided to petition the Ministry of Education on these points.
The Council of Presidents of National Flagship Universities plans to strengthen joint implementation mechanisms with Seoul National University and continue follow-up discussions so that the 'Create 10 Seoul National Universities' initiative can become a substantive turning point for the development of regional universities and balanced national development.
Yang O-bong, President of JBNU, stated, 'This year is a very important one, as the budget for the new government's national task, "Create 10 Seoul National Universities," is being reflected for the first time,' and added, 'We will make every effort to ensure that Seoul National University and the national flagship universities achieve global competitiveness.'
